Construction Bid Writing

Winning construction tenders and framework places

Construction bidding is unlike any other sector: multi-lot frameworks, complex pre-qualification, exacting safety and compliance requirements, and evaluation panels who expect hard evidence of delivery at scale. At BidVantage we've supported clients across the full spectrum — from major engineering projects through to traditional build, hybrid and modular construction, winning places on frameworks including LPC, Crown Commercial Service (now the Government Commercial Agency) and NHS Shared Business Services, among many others.

We know what construction evaluators reward: proven delivery, a safe and competent supply chain, credible programme and cost control, and a clear answer to how you'll build sustainably.

Our areas of expertise

Our construction bidding experience spans major infrastructure and engineering projects; new build across health, education, housing, blue light and custodial sectors; refurbishment, retrofit and decarbonisation works; modern methods of construction (MMC), including offsite, modular and hybrid delivery; civils and groundworks; and construction professional services. Whether you're a main contractor pursuing multi-billion-pound frameworks, a specialist subcontractor, or an SME targeting regional lots, we shape the bid around your capability and capacity.

Framework and route-to-market support

Public sector construction spend runs overwhelmingly through frameworks, and the landscape is about to change significantly. Construction Works and Associated Services 3 (RM6320), incorporating ProCure 24, will consolidate the previous CWAS, ProCure 23 and offsite frameworks into a single vehicle, an eight-year agreement with an estimated value of around £120bn, among the largest ever procured in the UK. Getting positioned for it matters enormously.

Alongside it we support clients across LHC, NHS Shared Business Services, and the wider ecosystem of construction frameworks and dynamic markets operated by regional consortia and buying organisations.

Winning a place is only the start. We support the mini-competitions, direct awards and call-offs that follow, so framework appointment converts into a genuine pipeline of work, and we help incumbents defend positions at renewal.

How We Can Help

  • Safety, competence and compliance — we evidence CDM 2015 duties, SSIP and Constructionline accreditation, and your obligations under the Building Safety Act, including gateway requirements and the golden thread of information.

  • Programme, cost and quality — we articulate your delivery methodology, programme control, defect management and approach under NEC and JCT contracts.

  • Modern methods of construction — we translate offsite, modular and hybrid capability into the productivity, quality and programme benefits buyers are actively seeking.

  • Net zero and sustainability — carbon reduction, PAS 2080, ISO 14001 and whole-life sustainability commitments, mapped to the buyer's priorities.

  • Social value and supply chain — local employment, apprenticeships, SME and prompt-payment commitments aligned to the Construction Playbook.

  • Review and rescue — a fresh expert review of a drafted response, or hands-on support against a tight deadline.
