Social Care Bid Writing

Winning social care tenders and DPS places

Social care is commissioned differently from almost any other sector — through Dynamic Purchasing Systems, council frameworks, spot and block contracts, and outcomes-based tenders, all under intense scrutiny of quality and safeguarding. At BidVantage we've delivered over 150 successful bids, with deep experience across adult and children's social care, helping providers win and retain places across local authority and NHS-commissioned services.

We understand what care commissioners really score: safe, high-quality, person-centred delivery, a stable and well-trained workforce, and value that stands up against the true cost of care.

Our areas of expertise

Our social care bidding experience spans domiciliary and home care; residential and nursing care; supported living, extra care and complex care; learning disability and mental health services; reablement; and children's social care including fostering, residential and family support. Whether you're a growing provider seeking your first framework or DPS place or an established operator defending block contracts, we tailor the bid to your service and your CQC profile.

Framework and DPS support

Most social care spend flows through routes with their own rules and rhythms, and we know them well. We support providers to win places on local authority Dynamic Purchasing Systems, the dominant route for home care, supported living and placements, as well as individual and amalgamated council frameworks, and, where care is NHS-commissioned, tenders run under the Provider Selection Regime. All of this now sits within the Procurement Act 2023 regime, and we keep clients current with how it changes commissioning.

A DPS place or framework appointment is only the beginning. We support the call-offs, further competitions, spot purchases and re-tenders that follow, so being on the system translates into actual care packages and sustainable occupancy.

How We Can Help

  • Quality and CQC evidence — we translate your CQC rating, policies and quality assurance into answers that reassure commissioners you deliver safe, effective, well-led care.

  • Safeguarding and person-centred outcomes — we evidence safeguarding, mental capacity, co-production and genuinely person-centred, outcomes-focused delivery.

  • Workforce, mobilisation and TUPE — we build credible recruitment, retention, training and staff-transfer narratives that show a service will be safely resourced from day one.

  • Cost of care and fee models — we present your commercials against the real cost of care so pricing is both sustainable and competitive.

  • Social value — local employment, community benefit and reducing inequalities, mapped to the commissioner's priorities.

  • Review and rescue — a fresh expert review of a drafted response, or hands-on support against a tight deadline.
